I imagine few of you know very much about the movement underway by the State of Texas to maintain a State Gold Depository that …
allows individuals to deposit gold and/or silver,
allows individuals to deposit cash or checks and turn them into gold or silver,
uses debit cards to buy goods and services,
sells the gold and silver to provide for the payment of purchases,
thus giving depositors a new way to transact commerce that doesn’t rely on dollars or banks.
States have had this right under the U.S. Constitution, Article I, Section 10, Clause 1.3 --
No State shall enter into any Treaty, Alliance, or Confederation; grant Letters of Marque and Reprisal; coin Money; emit Bills of Credit; make any Thing but gold and silver Coin a Tender in Payment of Debts; pass any Bill of Attainder, ex post facto Law, or Law impairing the Obligation of Contracts, or grant any Title of Nobility.
HB 1056, which goes into effect in phases, currently permits storing and replenishing gold and silver. Also, it Bill permits using either as legal tender for payments via a digitized transaction platform. The legal tender designation for gold and silver takes effect in May 2026. The debit card payment system is expected to launch shortly thereafter. “No printing. No inflation. Just gold, silver, and a little modern tech ...” per the article below.
The Texas State Bullion Depository (established in 2018, near Austin) is overseen in all respects by the Texas Comptroller of Public Accounts.
